Fireworks Policy

Purpose

To establish a minimum standard for pyrotechnic displays within the jurisdiction of The Charter Township of Bloomfield, including but not limited to permit fees for such displays.

Procedures

Any person intending to sell, transport, possess, discharge or cause to be discharged any Class 1.3 or Class B fireworks as described by MCLA 750.243a of Michigan PA 328, as amended, must meet all requirements of Michigan PA 328 and this policy. The following is the minimum that a person or corporation must meet prior to the issuance of a permit by the Bloomfield Township Board.

Complete the application for a permit required by the Bloomfield Township Clerk.

Pay the permit application fee of $250 established and adopted by the Bloomfield Township Board of Trustees on April 25, 2005.

Submit a scale drawing of the site, including but not limited to surrounding buildings, the display site as described by NFPA 1123, the spectator viewing area and the parking areas to the Bloomfield Township Clerk.

Provide proof of one of the following:

o Be licensed as a pyrotechnic operator by the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives.

o Show proof that a pyrotechnic operator licensed by the Federal Bureau of Alcohol, Tobacco, Firearms and Explosives has been contracted to conduct the show.

Applicants must show proof of training and qualifications as required by the Bloomfield Township Board.

Provide proof of insurance for an amount not less than that required by the Bloomfield Township Board.

Demonstrate knowledge of the recommended safety requirements outlined in NFPA 1123, 1124, and 1126.

The Bloomfield Township Fire Marshal or his representative shall conduct a site inspection and make recommendations to the Board based on his/her observations.

Once the applicant has met all of the above stated requirements, The Bloomfield Township Board will either approve or deny the permit application.

Applications for permits can be obtained at the Bloomfield Township Clerk’s Office.
