CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, June 2, 2008
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Salz, Stefanes, Barnett, Petinga
ABSENT: Goldberg, Mintz, Stark
Staff Present: Patricia McCullough, Planning and
Building Director, Christopher Gruba, Assistant Planner, and
Robin Carley, Development Coordinator
Mr. Dave Payne, Township Supervisor, was present in the
audience.
II. APPROVAL OF MINUTES:
Motion was made by Barnett, seconded by Petinga, and was
unanimously supported to approve the Planning Commission
minutes of May 7, 2008 with two corrections as noted.

III. PUBLIC HEARING:
A. Parking Ordinance Amendment
Ms. McCullough reviewed the proposed parking ordinance
amendment as provided to the Commissioners and submitted to
the file. She noted the most recent revisions made to the
draft amendment, based on the Commission’s review and analysis
of the parking requirements at the May 7, 2008 Planning
Commission meeting. Ms. McCullough stated that this final
draft was a culmination of numerous months of research by the
Planning staff and meetings of the Planning Commission. Ms.
McCullough noted that the concept of land banking was included
with this ordinance amendment. She reviewed the new tree
requirements within the ordinance and the new illustrations.
The ordinance amendment also included a shared parking concept
within a shopping center, which could be accepted
by the Planning Commission, with the review and approval by
the Township’s traffic engineer. The Township Attorney had
reviewed the proposed ordinance amendment.
Mr. Salz asked for comments or questions from the
Commissioners to Ms. McCullough.
Mr. Salz questioned who was required to pay for traffic
studies associated with site plan reviews. He also questioned
if the Township was opening itself up to liability with the
inclusion of a shared parking concept.
Ms. McCullough noted that the applicant was required to pay
for the traffic study and to reimburse the Township for review
of the study by the Township’s traffic engineer. She also
noted that the applicant could still chose to comply with the
parking requirements, or at his / her request, ask for the
Planning Commission to consider a reduction in the number of
required parking spaces, with the approval by the Township’s
traffic engineer.
Dr. Petinga questioned what impact the new parking
ordinance would have on existing sites.
Ms. McCullough noted that in most cases, the parking
requirements were being reduced, thus bringing more sites into
compliance relative to the number of parking spaces.
It was noted that the Planning Commission public hearing
date was published in the local paper, as required by State
Law.
There were no further comments or questions from the
Commissioners and Mr. Salz opened the public comment portion
of the meeting.
Mr. Payne stated that the Township had received numerous
requests from residents and business owners for a parking
ordinance amendment, specifically allowing for a reduction in
the number of required parking spaces and an increase in the
required green space.
Mr. Salz noted that the ordinance was very thorough and
complimented the Commissioners and staff on their hard work.
There were no additional public comments and Mr. Salz
closed the public hearing and called for a motion.
Motion was made by Barnett, seconded by Petinga, and was
unanimously supported to forward to the Township Board of
Trustees, with a recommendation for approval, the proposed
ordinance amendment for the parking requirements and the
parking space layout requirements.

IV. DISCUSSION ITEMS:
A. Items Not on the Agenda
Dr. Petinga questioned the landscaping proposed for the
Township’s Capital Improvement Program, specifically the tree
counts. Mr. Payne commented that many of the trees were being
relocated, to accommodate the renovations and additions, and
that several new trees were being planted.
Ms. McCullough updated the Commission on the status of L A
Fitness, the Target store, and the Costco Warehouse demolition
and construction.
The Telegraph Road Landscape Median Project was also
discussed, noting the plantings planned for Telegraph Road,
north of Square Lake Road. The Gateway Signage project planned
for Telegraph Road, immediately north of 14 Mile Road, was
also reviewed.
Mr. Salz commented on the success of the Township Employee
Night at the recently opened Varsity Shop Training Facility on
Franklin Road.
V. GENERAL BUSINESS:
A. Planning Commission Meeting Schedule
The next Planning Commission Meeting was scheduled for
Monday, June 16, 2008.
VI. ADJOURNMENT:
The Planning Commission Meeting of Monday, June 2, 2008 was
adjourned at 7:30 P.M.
