CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, April 7, 2008
Bloomfield Township Hall

I. ATTENDANCE:

PRESENT: Salz, Stefanes, Mintz, Stark

ABSENT: Goldberg, Barnett, Petinga

Staff Present: Patricia McCullough, Planning and Building Director, Christopher Gruba, Assistant Planner, and Robin Carley, Development Coordinator

II. APPROVAL OF MINUTES:

Motion was made by Mintz, seconded by Stark, and was unanimously supported to approve the Planning Commission minutes of March 17, 2008 with corrections of two typographical errors.

III. DISCUSSION ITEMS:

A. Parking Study

Ms. McCullough reviewed the previously proposed amendments to the parking requirements, including the revisions to the number of parking spaces required for banks, shopping centers, retail, and office including both general office and medical office. She highlighted the changes made to the landscape requirements, noting that more tree plantings were required within parking fields, in addition to the landscaping within the required greenbelts. Ms. McCullough also noted the inclusion of language to allow the Commission to reduce the number of required parking spaces upon submission of a parking study approved by the Township traffic engineer in accordance with the site plan review process. A draft ordinance was provided to the Commissioners for their review.

Mr. Gruba presented to the Commissioners the staff recommendations for parking requirements for the miscellaneous uses listed within the ordinance. Several changes were proposed, including eliminating out-of-date categories and creating new categories for current uses. Updated verbiage was included, along with the proposed parking requirement calculations based on gross floor area rather than usable floor area. The proposed recommendations were based on the analysis of other surrounding municipalities, ITE standards, and additional Township regulations. A draft proposal was provided to the Commissioners for their review.

Mr. Salz asked for comments or questions from the Commissioners.

The Commission discussed the requirements for landscaping within the required greenbelt, in addition to the proposed requirements for tree plantings within the parking areas. They felt this information might be beneficial as a guideline for developers.

Ms. McCullough noted that the Design Review Board and the Planning Commission would still review landscape plans as part of the site plan review process. She also noted that the Planning staff met with developers prior to their submittals for site plan review, which included review of their landscape proposal.

The Commission further discussed the recommended type of trees and required size of caliper. Michael Dul, the Township’s landscape consultant, would be asked to comment on these recommendations.

The Commission discussed the number of required spaces for uses such as bowling alleys, fraternities and sororities, and miniature golf courses. It was noted that these uses did not currently exist within the Township, however, the Commission decided to keep them in the parking ordinance with the proposed recommendations that are in accordance with industry standards.

There were no further comments and Mr. Salz called for a motion.

Motion was made by Stefanes, seconded by Mintz and was unanimously supported to call for a public hearing to review the proposed ordinance amendments to the Township’s parking requirements and parking space layout requirements.

NAYS: None

 

B. Items Not on the Agenda

Mr. Salz commented on front yard fencing at a home on Forest Lane. Ms. McCullough noted that the Department would look into the issue.

Ms. Carley invited the Commission to the "Bloomfield Township Night" on April 24, 2008 at the newly opened Varsity Shop and Training Center. A flyer was provided in their packets.

IV. GENERAL BUSINESS:

A. Planning Commission Meeting Schedule

The next Planning Commission Meeting was scheduled for Monday, April 21, 2008.

 

V. ADJOURNMENT:

The Planning Commission Meeting of Monday, April 7, 2008 was adjourned at 9:00 P.M.
