Planning Commission Minutes

CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Wednesday, November 8, 2006
Bloomfield Township Hall

I. ATTENDANCE:

PRESENT: Salz, Goldberg, Stefanes, Mintz, Swoboda, Reisinger, Stark

ABSENT: None

Staff Present: Patricia McCullough, Planning and Building Director, Robin Carley, Development Coordinator, Chris Gruba, Assistant Planner.

Mr. Dave Payne, Township Supervisor, was present in the audience.

A student was present from the Lahser Model High School to observe a Planning Commission meeting, as a government class assignment.

 

II. APPROVAL OF MINUTES:

The Planning Commission minutes of October 16, 2006 were accepted as revised.

 

III. MASTER PLAN UPDATE:

A. LSL Planning, Inc.

Mr. Tom Dabareiner, Principal Planner of LSL Planning, welcomed everyone to the Master Plan meeting regarding review of the proposed draft Master Plan. He briefly reviewed the changes made to the draft plan, noting that he had incorporated the requested revisions of the Planning Commissioners, which included rewriting the introduction.

Mr. Salz asked for comments or questions from the Commissioners.

Mr. Stark commented on several changes, including the name of the Birmingham Covington School. He requested revisions to the statements on page 37 regarding infill development, specifically relating to the scale of the homes. He requested the elimination of bullet one.

The Commission discussed the need to allow for redevelopment of neighborhoods that would allow for larger, upscale homes to replace the existing smaller homes within an established neighborhood.

Ms. McCullough suggested that infill development within residential zone districts should be in scale with the size of the lots. The Commission commented that her suggestion should be incorporated into the draft.

Dr. Goldberg noted that he had faxed suggested revisions, including grammatical changes, and Mr. Dabareiner stated that he had received the suggestions and would incorporate them into the draft.

Mr. Mintz commented that he felt the demographics of the Township would not change as much in the next 10 years as they had in the last 10 years. He did not believe that the Planning Commission would need to reevaluate the Master Plan as extensively in the future.

Dr. Goldberg commented that he would like to see many changes to the Telegraph Road corridor, north of Square Lake Road, and felt that the Master Plan may require future amending to allow for changes to that area.

Mr. Payne commented on several construction projects currently under permit and several proposed changes to the Telegraph Road corridor, north of Square Lake Road, including the proposed changes to the median. Discussion followed regarding several proposals for the commercial sites in that area.

The Commission discussed ways to identify the Telegraph Road corridor, north of Square Lake Road, as still belonging to Bloomfield Township.

Mr. Salz commended Mr. Dabareiner on the revised colors of the charts, and also on the change of the age of the eldest baby boomers from 65 to 60 years old.

Mr. Salz called for a motion.

Motion was made by Mintz, seconded by Goldberg and was unanimously supported to forward the draft Master Plan to the Township Board of Trustees for the November 27, 2006 Township Board agenda, for distribution to adjacent communities and required agencies.

YEAS: Salz, Goldberg, Stefanes, Mintz, Swoboda, Reisinger, Stark

NAYS: None

Ms. McCullough requested that Mr. Salz, as Planning Commission Chairperson, attend the Township Board meeting, along with the other Commissioners, if available.

 

IV. DISCUSSION ITEMS:

A. Items Not on the Agenda

There were no additional items to be discussed.

V. GENERAL BUSINESS:

A. Next Commission Meeting Date

The Planning Commission meeting scheduled for Monday, November 20, 2006 was cancelled. The next Planning Commission Meeting was tentatively scheduled for Monday, December 4, 2006.

 

VI. ADJOURNMENT:

The Planning Commission Meeting of Wednesday, November 8, 2006 was adjourned at 7:35 P.M.
