CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, September 18, 2006
Bloomfield Township Hall

I. ATTENDANCE:

PRESENT: Salz, Goldberg, Stefanes, Mintz, Reisinger, Stark

ABSENT: Swoboda

Staff Present: Patricia McCullough, Planning and Building Director, Robin Carley, Development Coordinator, and Chris Gruba, Assistant Planner

Mr. Salz recognized a student of the Bloomfield’s Model High School, who was present in the audience to observe the Township’s government in action.

II. APPROVAL OF MINUTES:

The Planning Commission minutes of September 6, 2006 were accepted as written.

 

III. INTRODUCTION OF A REZONING REQUEST:

A. 2510 Telegraph Road – Rezone from O-1 (Office) to OR-1 (Office-Retail)

Ms. McCullough reviewed the proposed ordinance amendment to rezone a site at the southwest corner of Telegraph Road and Square Lake Road from an office zone district to an office-retail zone district. The owner of the property requested the rezoning to allow for the Fred Astaire Dance School to occupy the second floor of the existing building.

Mr. Salz asked for questions or comments from the Commissioners.

Mr. Mintz commented on the current Master Plan process and questioned if this rezoning would be a conflict with the eventual adoption of a new Master Plan.

Ms. McCullough commented that this site was among those discussed in the Master Plan process to entertain a rezoning.

Mr. Dabreiner, Consultant Planner with LSL Planning, Inc., commented that he did not feel that the proposed rezoning would conflict with the proposed Master Plan goals.

Mr. Stark questioned the need / purpose for both an O-1 and an OR-1.

Ms. McCullough stated that each district allowed for different types of uses, including different hours of operation and different intensities of use.

Mr. Salz questioned if a restaurant use would be allowed at this site with the proposed rezoning.

Ms. McCullough commented on the different parking requirements for office and restaurant use, noting that a restaurant use requires much more parking. She also noted that the Ordinance requires the use within an office-retail district must be developed with the character of an office.

The Commission discussed the need to address the Township’s parking requirements, including shared parking for mixed uses and different hours of operation.

Mr. Salz noted that no public was present regarding this item.

Mr. Salz called for a motion.

Motion was made by Mintz, seconded by Reisinger and was unanimously supported to hold a public hearing on Wednesday, October 4, 2006 to consider the rezoning of 2510 Telegraph Road from an O-1 (Office) zone district to an OR-1 (Office-Retail) zone district.

YEAS: Salz, Goldberg, Stefanes, Mintz, Reisinger, Stark

NAYS: None

 

IV. MASTER PLAN UPDATE – LSL PLANNING, INC:

A. Master Plan Update – Economics and Transportation

Mr. Tom Dabreiner, LSL Planning, Inc., reviewed the Master Plan Update process to date. He commented on the timetable for the remaining issues to be addressed and presented a draft of the proposed document, including the proposed Vision Statement. Mr. Dabreiner presented the PowerPoint as provided to the Commissioners and submitted to the file, including the chapters regarding the Local Economy and Market, and Transportation.

The presentation regarding the Local Economy and Market included:

Key Characteristics of the Local Economy, including the service, retail, and financial sectors

Key Locations of Commercial Areas, including the intersections of Telegraph and Long Lake, Woodward and Big Beaver, Telegraph and Square Lake (and continuing north on Telegraph), and the Franklin Road business park

Regulations Reviewed for Parking, Building Height, Buffers, and Signage and Landscaping

Other Implementations including Incentives, Actions Agents, and Fast Tracking

The Commission discussed the need to attract more high-end offices use and up-scale restaurants.

Discussion continued regarding possible redevelopment ideas for several of the key commercial locations / intersections within the Township. The intersection of Woodward and Square Lake was discussed, including the future redevelopment of the northwest corner of the intersection.

The presentation regarding Transportation within the Township included:

Busiest Streets and Commuting Times

Transportation Options, including Access Management, Limiting the Numbers of Commercial Driveways, Traffic Calming, Transit Oriented Development, Street Character, and Expanded Sidewalks / Bike Path Connections

Proposed Recommendations by Major Locations, including Woodward Avenue, Telegraph Road, Long Lake Road / Maple Road, and Square Lake Road

Offset Traffic Signals, including along Square Lake Road, between Woodward and Telegraph

The Commission discussed expansion of the safety path program and possible regulations to be included in the natural features chapter regarding fertilizer types and applications.

Mr. Dabreiner stated that the next Master Plan Meeting would be held on Monday, October 16, 2006, which would include Housing and Future Land Uses plus a draft document review, followed by a recommendation to distribute the draft plan by the Township Board.

 

V. DISCUSSION ITEMS:

A. Items Not on the Agenda

Ms. Reisinger reported to the Commission that the proposed medical office building at 1109 W. Long Lake Road was heard by the Zoning Board of Appeals, with the requested setback and variances approved unanimously.

VI. GENERAL BUSINESS:

A. Next Commission Meeting Date

The next Planning Commission Meeting was tentatively scheduled for Wednesday, October 4, 2006.

 

VII. ADJOURNMENT:

The Planning Commission Meeting of Monday, September 18, 2006 was adjourned at 9:20 P.M.
