PLANNING COMMISSION MEETING
Monday, April 17, 2006
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Salz, Goldberg, Stefanes, Swoboda, Reisinger,
Stark
ABSENT: Mintz
Staff Present: Patricia McCullough, Planning and
Building Director, Robin Carley, Development Coordinator, and
Chris Gruba, Assistant Planner
II. APPROVAL OF MINUTES:
The Planning Commission minutes of April 3, 2006 were
accepted as written.
III. PUBLIC HEARINGS – LIQUOR LICENSES:
A. Crust Pizza – 6622 Telegraph Road – Bloomfield Plaza
Shopping Center
Ms. McCullough introduced this request for a Class C Liquor
License for the proposed Crust Pizza, to be located in the
Bloomfield Plaza Shopping Center located at the southwest
corner of Telegraph Road and West Maple Road. A powerpoint
presentation was presented for the Commissioners’ review and
submitted to the file, which included a site plan, floor plan,
and elevations for the proposed tenant space. Ms. McCullough
noted that the Board of Appeals granted a parking variance on
March 14, 2006 to allow for this restaurant use within the
existing shopping center. Thorough reviews were completed by
both the Township’s Police and Fire Departments, with their
comments submitted to the file.
Mr. Salz asked for questions or comments from the
Commissioners to Ms. McCullough.
There were no questions or comments from the Commissioners.
Mr. Salz asked for the presentation from the applicant.
Mr. Curtis Nordeen and Mr. John Sherer, owners of Crust
Pizza, were present to review the liquor license request for
the proposed Crust Pizza Restaurant. They submitted a slightly
revised floor plan and a proposed full service menu for the
Commissioners’ review and to the file. They briefly reviewed
the proposed restaurant operation and noted that they had just
opened a Crust Pizza in Rochester Hills in March of 2006.
Mr. Salz asked for comments or questions from the
Commissioners to the applicants.
The Commissioners questioned if a rear entrance was
proposed.
Mr. Nordeen commented that they would prefer a rear
entrance door, in addition to the front entrance door, that
could be utilized for access to the rear parking lot.
The Commissioners and the applicants discussed the
operation of the new Crust Pizza at the Rochester Hills
location, including the size of the restaurant and bar area.
Mr. Salz asked for questions or comments from the public.
Mr. and Mrs. Herman Fox, 6530 Cathedral Drive, commented on
the schedule of the delivery trucks within the shopping center
and the traffic congestion within the parking lot. They also
objected to any additional liquor licenses within Bloomfield
Township.
There were no additional public comments.
Mr. Salz closed the public hearing and called for a motion.
A motion was made by Goldberg, seconded by Stark, and was
unanimously supported to forward this request to the Township
Board of Trustees with a recommendation for approval,
including a recommendation to incorporate a rear entrance door
to the restaurant for access to the easterly rear parking lot.

B. Steve’s Deli – 6646 Telegraph Road – Bloomfield Plaza
Shopping Center
Mr. Jeff Chadwick, representing Steve’s Deli, Inc.,
reviewed the request for a Class C Liquor License for the
existing restaurant within the Bloomfield Plaza shopping
center located at the southwest corner of Telegraph Road and
West Maple Road. Mr. Chadwick reviewed the floor plan, noting
that a small bar area was being added for those waiting for
carry out services.
Ms. McCullough presented a powerpoint presentation for the
Commissioners’ review and submitted to the file, which
included a site plan, floor plan, and elevations. She noted
that the Township’s Police and Fire Departments thoroughly
reviewed the proposal and provided their comments to the
Commissioners as submitted to the file.
Mr. Salz asked for questions or comments from the
Commissioners to either the applicant or Ms. McCullough.
The Commissioners questioned the revised floor plan with
the new bar area, questioning the seating capacity at 90. Mr.
Chadwick noted that the Fire Department had established the
maximum seating capacity at 90 and noted that the floor plan
as presented was provided to him by Steve’s Deli.
Ms. Stefanes noted that she was a frequent customer of
Steve’s Deli and was not convinced that the deli was in need
of a liquor license.
The Commissioners discussed the need for the bar area and
the difference between a full service restaurant and a typical
deli setting. They noted that a carry out customer would not
typically stop at the bar area for a drink, however, those
sitting down and eating at the tables serviced by wait staff
might prefer an opportunity to order beer and wine.
Mr. Salz asked for questions or comments from the public.
Mr. and Mrs. Herman Fox, 6530 Cathedral Drive, objected
more strongly to the issuance of this liquor license, noting
that two licenses would be in existence within the one
shopping center and again commented on the schedule of the
delivery trucks. They also noted that Steve’s Deli was a
family type restaurant.
Ms. McCullough noted that any complaints regarding delivery
trucks would be immediately directed to the Township’s
Ordinance Department and / or Police Department.
There were no additional public comments.
Mr. Salz closed the public hearing and called for a motion.
Motion was made by Goldberg, seconded by Reisinger, and was
supported to forward this request to the Township Board of
Trustees with a recommendation for approval.
YEAS: Salz, Goldberg, Swoboda, Reisinger, Stark
NAYS: Stefanes
IV. DISCUSSION ITEMS:
A. Items Not on the Agenda
Mr. Salz asked for any comments from the Commissioners
Mr. Stark commented on the need to discuss future plans or
considerations for the concentration of approvals for Class C
Liquor Licenses.
The Commissioners discussed possible future requests and
noted the need for ample parking, even for existing
restaurants within existing shopping centers. They also noted
that only certain major thoroughfares allowed for the approval
of liquor licenses.
Mr. Salz noted that he received a letter of complaint from
a resident regarding the Township’s safety path.
V. GENERAL BUSINESS:
A. Planning Commission 2005 Annual Report
Motion was made by Stefanes, seconded by Stark, and was
unanimously supported to accept the Planning Commission Annual
Report as submitted and to forward the Report to the Township
Board of Trustees with a recommendation for approval.
B. Next Commission Meeting Date
The Next Planning Commission Meeting was scheduled for
Monday, May 1, 2006.
