CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, April 3, 2006
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Salz, Stefanes, Mintz, Swoboda, Reisinger, Stark
ABSENT: Goldberg
Staff Present: Patricia McCullough, Planning and Building
Director, Robin Carley, Development Coordinator, and Chris
Gruba, Assistant Planner
Dave Payne, Township Supervisor, Dan Devine, Township
Treasurer and Jan Roncelli, Township Clerk along with several
of the Township Trustees and Board of Appeals members were
present at the meeting. Several Township Department Heads were
also present.
II. APPROVAL OF MINUTES:
The Planning Commission minutes of March 20, 2006 were
accepted as written.
III. MASTER PLAN UPDATE:
A. LSL Planning – Public Forum
Mr. Tom Dabareiner of LSL Planning, Inc. introduced Sarah
O’Donnell of LSL Planning. He reviewed the Master Plan Process
and also noted that LSL was partnered with Steve Metzger of
DLZ Michigan to handle the natural features issues for the
Township.
Mr. Dabareiner presented a powerpoint presentation for the
Master Plan Update. A copy of the powerpoint was provided to
the Commissioners and submitted to the file. The presentation
included a proposed timetable for the Master Plan process,
along with future dates for the public forums. The
presentation continued with a review of the existing
conditions within the Township, including a summary of the
Township’s population, income, and housing profile. An
existing land use map was presented, including the amount of
"leisure" area, which was noted to be private golf courses and
private clubs and not public park areas. The Township’s
housing values were also presented.
Mr. Dabariener reviewed the draft vision statement as
proposed by the members of the Planning Commission as stated
below:
"Bloomfield Township will remain a premier residential
community offering its citizens pristine water features and
woodlands, exceptional educational opportunities, exemplary
municipal services and a vibrant, diverse and upscale business
community. Bloomfield Township will be Michigan’s most
desirable community in which to live."
The Commission discussed possibly changing the wording
within the last sentence from "will be" to "continue" or
"remain".
Mr. Dabareiner asked the public to arrange in groups of
approximately eight, with the Township staff and Board members
to circulate throughout the public to serve as resources. Maps
were distributed to each group and they were asked to identify
their top focus areas within the Township, both positive areas
and those needing attention.
Group discussion took place, after which the groups were
asked to present their focus topics:
Group #1 represented by Mr. Walter Kummer:
Focus Areas: No public parks, and cut-through traffic
issues within residential areas
Group #2 represented by Mr. Marcos Makohon:
Focus Areas: Meadow Lakes school area – future use of
property
Group #3 represented by Mr. Dan Bingle:
Focus Areas: Median improvements along Telegraph Road,
including entering "Bloomfield Township" signage, also the
need for public parks and walking paths.
Mr. Larry Nutson, Manager of Bloomfield Village
Association:
Focus Areas: Cost of needed improvements for local
residential roads, also the need to further address the
required setbacks for residential zone districts.
Group #4 represented by Mr. Michael Carmichael, President
of the United Homeowners Association:
Focus Areas: The need for public parks, possibly creating a
public park in the area currently for sale along Telegraph
Road and north of 14 Mile Road, also the possibility of a
retail mixed-use town center, along with several other items.
Group #5 represented by Mr. Ron Stinson:
Focus Areas: The need for a public community center, also,
the lack of a senior center.
Group #6 represented by an Association Officer of
Whisperwood Association:
Focus Areas: The lack of a walking path within their
subdivision, also the conditions of the roads within
Whisperwood Subdivision, also, the school district issue
within their subdivision.
Group #7 represented by Ms. Jane Reisinger:
Focus Areas: Traffic pattern issues at Square Lake Road and
Woodward Avenue and other traffic pattern areas within the
Township.
Mr. Dabareiner commented that ongoing public correspondence
regarding the Master Plan should be directed to the Township’s
Planning Department, with Ms. McCullough as the point person.
Additional public comments were made including concerns
over the increase in impervious surfaces and future drainage
issues, traffic issues, and the need for future public parks
and senior centers.
Mr. Dabareiner noted that the next Master Plan Public Forum
would be held on Monday, May 15, 2006, which would focus on
the Township’s natural features. He congratulated all in
attendance on their sincere interest in Bloomfield Township
and the public’s input into the Master Plan process.

A. Next Commission Meeting Date
The Next Planning Commission Meeting was scheduled for
Monday, April 17, 2006.
