CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, March 20, 2006
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Salz, Goldberg, Stefanes, Mintz, Swoboda,
Reisinger, Stark
ABSENT: None
Staff Present: Patricia McCullough, Planning and
Building Director, Robin Carley, Development Coordinator, and
Chris Gruba, Assistant Planner
Dave Payne, Township Supervisor, and David Buckley,
Township Trustee, and Tom Trice, Public Works Director, were
present in the audience.
II. APPROVAL OF MINUTES:
The Planning Commission minutes of March 6, 2006 were
accepted as written.
III. MASTER PLAN UPDATE:
A. LSL Planning – Discussion of Existing Conditions
Ms. McCullough introduced Mr. Tom Dabareiner of LSL
Planning, Inc. for the Master Plan Update presentation.
Mr. Dabareiner reviewed the existing conditions within the
Township, including a summary of the Township’s profile, as
provided to the Commissioners and submitted to the file. Mr.
Dabareiner also reviewed in detail the powerpoint
presentation, which was provided to the Commissioners and
submitted to the file. The Commissioners discussed the number
of household trends and projections for the Year 2030, as
provided by the United States Census Bureau and SEMCOG, and
questioned the proposed increase. Several other issues were
also discussed by the Commissioners, including the types of
businesses that might be attracted to the Township in the
future, how to attract young families to the Township, and the
need for public parks. The existing land use map was presented
along with a community facilities map and a transportation map
with traffic averages over 24 hour periods during weekdays
only. The Commissioners also discussed their concerns
regarding several areas within the Township, which were
included in their mapping assignment as provided to Mr.
Dabareiner. Several corridors along Woodward Avenue and
Telegraph Road were discussed in detail, including the
possibility of creating zoning overlays for these corridors to
encourage improvement and redevelopment. The Commissioners
also expressed concern regarding the area north of Square Lake
Road, along the Telegraph Road corridor. They also noted the
need for increased involvement of the Homeowners Associations
within the Township due to the majority of the Township’s
zoning being single family residential. The need to protect
the Township’s lakes and streams and the Rouge River corridor
was also noted.
Mr. Dabareiner discussed the need for the Township to
prepare a Vision Statement and the components that should be
included in preparing the Statement. The Commissioners offered
input into the three Vision Components, which included 1)
Categories, 2) Descriptors, and 3) Measures. Mr. Dabareiner
stated that he would incorporate all of the Commissioners’
comments into a draft vision statement and provide it to the
Commissioners for their review.

V. GENERAL BUSINESS:
A. Next Commission Meeting Date
The Next Planning Commission Meeting was scheduled for
Monday, April 3, 2006, which would be a Master Plan public
forum scheduled with the Township’s Trustees, the Township’s
Homeowners Associations, and the Township’s Schools and
Religious Institutions.
