CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, December 5, 2005
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Mintz, Salz, Stefanes, Swoboda
ABSENT: Reisinger, Goldberg
Staff Present: Patricia McCullough, Planning and Building
Director, and Robin Carley, Development Coordinator
Mr. Dave Payne, Township Supervisor, was present.
II. APPROVAL OF MINUTES:
Motion was made by Stefanes, supported by Salz and
unanimously supported approving the Planning Commission
minutes of November 21, 2005, as written.
III. CALL FOR PUBLIC HEARING:
A. Liquor License Ordinance Amendment
Ms. McCullough reviewed the existing liquor license
ordinance, as amending by the Township Board on March 28, 2005
and the suggested language revisions, which included changing
the criteria regarding frontage of restaurants on a major
thoroughfare and the separation of 250 feet for stand alone
restaurants. She highlighted her staff report as provided to
the Commissioners and submitted to the file, including a map
with the locations of the 15 current Class C liquor licenses.
The Commission discussed existing shopping centers and
restaurants and how the liquor license ordinance amendment
would apply to existing locations. Ms. McCullough stated that
the Township was trying to avoid a "restaurant row", but would
prefer a restaurant with a Class C liquor license as a
destination or attraction within a shopping center. Ms.
McCullough also noted the benefits of stand alone restaurants
with liquor licenses.
The Commissioners commented on the possible benefits versus
negative aspects for "clustering" or "grouping" several
restaurants to provide a destination. They questioned the
distance of 250 feet between buildings and cited the example
of the grouping of restaurants along Haggerty Road.
Ms. McCullough noted that the distance of 250 feet applied
to free-standing buildings or restaurants. This distance
requirement did not apply to restaurants within shopping
centers, however, all restaurants must still comply with
parking requirements.
The Commission discussed how this ordinance amendment would
affect development of future Township properties, including
the proposed Bloomfield Park project.
Mr. Mintz questioned the status of the two existing liquor
licenses in escrow for the former Chi-Chi’s Restaurant and the
former Rio Bravo Restaurant. He questioned if there was a
"sunset provision".
Ms. McCullough stated that she would research this issue
and provide the information to the Commissioners at the public
hearing.
Motion was made by Stefanes, seconded by Salz, and was
unanimously supported to call for a public hearing on January
16, 2006 to review the proposed amendments to the Liquor
License Ordinance.

IV. GENERAL BUSINESS:
The Planning Commission scheduled for Monday, December 19,
2005 was cancelled.
The next Planning Commission was tentatively scheduled for
Wednesday, January 4, 2006.
V. ADJOURNMENT:
The Planning Commission Meeting of December 5, 2005 was
adjourned at 7:25 P.M.
