CHARTER TOWNSHIP OF BLOOMFIELD
PLANNING COMMISSION MEETING
Monday, September 19, 2005
Bloomfield Township Hall
I. ATTENDANCE:
PRESENT: Mintz, Salz, Stefanes, Wittbold, Swoboda, Reisinger, Goldberg
ABSENT: None
Staff Present: Patricia McCullough, Planning and Building Director, and Robin
Carley, Development Coordinator
Mr. Dave Payne, Township Supervisor, was also present.
Cub Scout William Weber, Jr. was present in the audience, along with his
father, Scout Master William Weber, Sr.
II. APPROVAL OF MINUTES:
Motion was made and unanimously supported approving the Planning Commission
minutes of September 7, 2005, with two corrections.
III. PUBLIC HEARING:
A. T-Mobile – 4145 Dublin Drive – Cellular Tower and Base Cabinets:
Ms. McCullough introduced this item to the Commission for approval of
renovations to the existing cellular tower antennas and for an additional
cabinet added at the base of the tower located behind the existing Long Lake
Market, south of West Long Lake Road and west of Telegraph Road. Aerials, site
photos, site plans were presented for the Commissioners’ review. Ms. McCullough
highlighted her staff report and presented and submitted to the file, including
height and setback requirements, and the existing and proposed landscaping. The
Departmental reports were reviewed and submitted to the file, along with the
report from Mr. John F. X. Browne, the Township’s consultant engineer. The
Design Review Board had previously reviewed the request on August 3, 2005,
noting the proposed additional evergreen plantings as shown on the revised
landscape plan submitted to the file. Ms. McCullough questioned the proposed
fencing and shown on the site plan and requested that the applicant address that
issue.
Mr. Mintz inquired if there were any questions or comments from the
Commissioners to Ms. McCullough.
Ms. Reisinger questioned fencing detail, including height and material.
Ms. McCullough confirmed with the applicant, Mr. John Stoliker of T-Mobile,
that the fence was not proposed.
Ms. Stefanes questioned if any comments were received from the public prior
to the meeting.
Ms. McCullough confirmed with Ms. Carley that no comments were received. She
also confirmed that notification was sent within a 500 foot buffer of the site
and that advertisements were placed in the local newspaper, the Birmingham /
Bloomfield edition of the Eccentric.
Dr. Goldberg questioned the color of the tower. The Commission determined
that the proposed gray color was aesthetically pleasing and actually similar in
color to the Township’s existing tower.
Mr. Mintz requested a presentation from the applicant.
Mr. John Stoliker, representative of T-Mobile Communications, reviewed the
history of the site and noted the need for expansion of the existing antenna due
to increased usage demands. He commented that the fencing shown on the submitted
plan was not proposed but that the additional evergreens, as requested by the
Design Review Board, would be planted. The approval of the property owner, Mr.
Parker, was submitted for the additional landscaping proposed on his private
property, outside of the T-Mobile lease area, completely enclosing the cabinet
area at the base of the tower with evergreen plantings.
Mr. Mintz inquired if there were any questions or comments from the
Commissioners to the applicant.
Ms. Reisinger inquired of the height of the proposed landscaping.
Mr. Stoliker stated that the size and height of the additional plantings
would match the existing.
Mr. Mintz inquired of any future co-locations on this site, noting that
additional reviews and approvals would be required for any additional antennas.
Mr. Stoliker stated that none were proposed at this time, however, the tower
was constructed for a maximum of three carriers.
There were no public comments from the audience.
Mr. Mintz called for a motion.
Motion was made by Stefanes, seconded by Salz and was unanimously supported
to forward this request to the Township Supervisor, with a recommendation for
approval, with the following conditions:
Additional landscaping as recommended by the Design Review Board,
A post-construction inspection to verify the number of antennas and
location of transmission lines,
Maintenance of the property.

NAYS: None
IV. GENERAL BUSINESS:
The next Planning Commission was tentatively scheduled for Monday, October
17, 2005.
V. ADJOURNMENT:
The Planning Commission Meeting of September 19, 2005 was adjourned at 7:30
P.M.
