BOARD OF TRUSTEES
MINUTES – MONDAY, JUNE 25, 2007

PRESENT: Barnett, Devine, Payne, Roncelli, Stefanes

Also present, Attorney William Hampton

ABSENT: Buckley, Savoie

Supervisor Payne welcomed the public and led the Pledge of Allegiance.

ITEM #1 Approved Board Minutes of June 11, 2007

ITEM #2 Consider Approval of Final Site Plan for the Westview Fire Station, Bloomfield Township Fire Station No. 2

Patti McCullough, Director of Planning and Building, made the presentation.

The fire station is located on the north side of Westview Road, east of Rading Court. The property is zoned R-2 Single Family Residential. The proposal, for this site, is to construct two additions on the east and west sides of the building. These additions will be used as living quarters and an apparatus room respectively.

Setback variances needed to be sought to comply with zoning requirements. The front setback, along Westview Road, is 32.1 feet with 40 feet required. The side setback, adjacent to the parking lot for Eastover Elementary School, is 9.6 feet with 16 feet required.

Supervisor Payne advised the Board that pricing reductions may need to occur and, therefore, modifications made to this site plan. One possibility would be to downsize the apparatus room. The Township will know more in the next week. McCullough stated that if changes are minor in nature, the revised site plan would only need to be re-reviewed by the Board of Trustees.

MOTION by Stefanes and SUPPORT by Barnett to APPROVE the Final Site Plan for the Westview Fire Station, Bloomfield Township Fire Station No. 2.

ITEM #3 Consider Approval of Lot Split Request for 1485 Club Drive (19-08-151-021) – Tabled from 6/11/07 Meeting

A letter was received from Richard Merlini, property owner, asking the Board to table his lot split request. He requested additional time so that he may revise the plans in order for approval to be granted.

Supervisor Payne stated that the Lot Split Request for 1485 Club Drive would need to be tabled until the Board meeting on July 23, 2007, as Patti McCullough will not be available to present at the July 9, 2007 meeting.

MOTION by Barnett and SUPPORT by Roncelli to TABLE the 1485 Club Drive Lot Split Request until the July 23, 2007 Board Meeting.

ITEM #4 Award Contract for Chamberlain Water Main

Tom Biehl, P.E., Hubbell, Roth & Clark, Inc (HRC) made the presentation.

The Chamberlain Water Main Extension will improve pressure and flow issues by closing the loop to Franklin Road. HRC sent the plans to six contractors and four bids were submitted by the June 13, 2007 deadline.

Biehl recommended that the contract be awarded to Santia and Son, Inc. whose bid of $50,582.00 was the lowest.

MOTION by Barnett and SUPPORT by Devine to AWARD the Chamberlain Water Main Contract to Santia and Son, Inc.

ITEM #5 Approval of Resolution to Appoint an Alternate Trustee to the Gilbert Lake – Lake Board

Supervisor Payne stated that Clerk Roncelli serves on the Lake Board. Since Roncelli has Gilbert Lake access rights, she thought it would be better to have someone else from the Township serve as the local government representative, so that there would not be two lake residents voting on the Board.

MOTION by Devine and SUPPORT by Roncelli to APPROVE the Resolution to Appoint an Alternate Trustee to the Gilbert Lake – Lake Board.

WHEREAS, P.A. 451 of 1994, Part 309, Inland Lake Improvements, Amended March 1, 2005, allows two representatives of the local unit of government appointed by the legislative body of the local unit of government; and

WHEREAS, past appointments have included the Supervisor and the Clerk as the voting representatives to the lake board; and

WHEREAS, there is a conflict of interest with the Clerk as one of two local government members appointed to the Gilbert Lake - Lake Board as discussed on the date of its formation, Monday, May 14, 2007; and

WHEREAS, an alternate trustee can serve as the local government representative on the lake board.

BE IT RESOLVED that the Bloomfield Township Board of Trustees appoints Trustee Neal Barnett to serve in place of the Clerk as the voting member effective June 19, 2007.

ITEM #6 Approve Payroll and Vouchers

MOTION by Roncelli and SUPPORT by Barnett to APPROVE payroll and vouchers A002421-A002450; B016399-B016596; E002307-E002313 totaling $1,457,796.42.

ITEM #7 Public Comment

The City of Bloomfield Hills had contacted the Township as to gathering dates for the joint meeting of the two Boards. The Board decided that late in August appeared to be the best timeframe.

A group of sixth graders from the Westhills Middle School, Bloomfield Hills School District, met with Bloomfield Township employees to research a land use project. They developed a Master Plan for a park-type setting and performed a PowerPoint presentation that was fantastic. Supervisor Payne asked the Board if they would like to see this presentation. The Board responded in the affirmative.

The historical stone schoolhouse on Wing Lake Road is in jeopardy of being torn down for a new school to be built on its site. Bloomfield Hills School District would like to schedule a meeting with Bloomfield Township to discuss possible contribution for restoration of the old building. The Bloomfield Historical Society has also expressed interest in attending the meeting.

Karen Kotulis-Carter would like the Board to consider the Bloomfield Township Public Library’s historical archive room to store the Township’s Minute books. Clerk Roncelli will research the matter more fully and report to the Board in approximately a month.

Sharon Maurina, Council Member, City Of Sylvan Lake, addressed the Board regarding the Detroit Edison Sub-Station that is located in both municipalities on Orchard Lake Rd.
