BOARD OF TRUSTEES
MINUTES – MONDAY, FEBRUARY 12, 2007
PRESENT: Barnett, Buckley, Devine, Payne, Roncelli, Savoie,
Stefanes
Also present, Attorney Bill Hampton
ABSENT: None
Supervisor Payne welcomed the public and led the Pledge of
Allegiance.
ITEM #1 Approved Board Minutes of January 22, 2007 and
Study Session Minutes of January 29, 2007 as printed.
ITEM #2 Proclamation to Honor Alex Rovinski, Eagle Scout
Clerk Roncelli read the resolution acknowledging Alex’s
many accomplishments. Only one out of 100 Boy Scouts receives
this prestigious award of Eagle Scout.
BLOOMFIELD TOWNSHIP RESOLUTION
WHEREAS, Alex Michael Rovinski has served
Bloomfield Township as an election assistant on Election Day
since 2005, observed numerous Bloomfield Township meetings of
the Board of Trustees and worked with the Bloomfield Township
Police Department on community programs; and
WHEREAS, it has come to our attention that Alex has
completed the requirements for the highest Boy Scout award,
the rank of EAGLE SCOUT; and
WHEREAS, Alex has participated in the scouting
experience as a Tiger Cub, Bear Cub, Webelo I & II, and Boy
Scout Troop1699; and
WHEREAS, Alex received his Parvuli Dei religious
scouting award and the Arrow of Light, the highest award in
Cub Scouting; and
WHEREAS, Alex earned 29 merit badges, held eight
leadership positions, camped in Seabase and Philmont High
Adventure Camps, and received the Order of the Arrow-Migisi
Opawgan, Lowanue Kuwe Chapter, and
WHEREAS, for his Eagle Project, Alex’s love of reading
became the basis for building a library for K-5 students at
Duffield Elementary School in Detroit; and
WHEREAS, Alex built six bookshelf units, collected over
1,500 books for the library, purchased three bean bag chairs
and an upholstered reading chair; and
WHEREAS, over 150 hours were donated by Alex to
complete the project, including raising more than $500 through
pop can drives, bake sales, cash donations, and building
material contributions from Home Depot and Lowe’s.
NOW, THEREFORE BE IT RESOLVED that Bloomfield Township
recognizes the outstanding achievements of Alex Michael
Rovinski under the guidance of his proud parents, Michael
and Kim Rovinski. The Board of Trustees and Township residents
do hereby extend to Alex our sincere CONGRATULATIONS.
BE IT FURTHER RESOLVED, that we take this opportunity
to wish Alex a bright and successful future as he pursues a
college degree.

ITEM #3 Introduction of Community Emergency Response
Team (CERT) Graduates
This is the second certification class held for the
Community Emergency Response Team. The first class had 24
graduates and the second class had 19.
Fire Chief Chartier and Lieutenant Dave Piche presented
seven of the 19 graduates to the Board:
Don Miller
Eric Dobrussin
Jim Holcomb
Diana Cole
David Dinger
Barbara Lord
Greg Zimmer
The Board expressed their appreciation for these dedicated
volunteers. Treasurer Devine gave a special thank you to
Lieutenant Piche and his commitment to this program.
ITEM #4 Contribution Request – Birmingham Bloomfield
Community Coalition (BBCC)
MOTION by Barnett and SUPPORT by Savoie to APPROVE the
Requested Contribution of $17,240.00 to Birmingham Bloomfield
Community Coalition (BBCC).

ITEM #5 Authorize Sanitary Sewer Agreement, 715 Long
Lake Rd
On this property there is an existing house and a septic
field. New construction is being performed and the owners
would like to connect with the sewer system. The connection
would be made to the City of Bloomfield Hills sewer system
until Bloomfield Township’s system is constructed as far as
this property.
A complete copy of this agreement is available in the
Clerk’s office.
MOTION by Buckley and SUPPORT by Stefanes
to AUTHORIZE the Sanitary Sewer Agreement for 715 Long Lake
Road.

ITEM #6 For Information Only – Codification Update
The editor at Municipal Code Corporation has completed work
on codification of the Township’s ordinances. It is now
scheduled to go to the proofreader and should be finished by
the end of February.
ITEM #7 Approve Election Commission Through the Year
2008
MOTION by Devine and SUPPORT by Stefanes to APPROVE the
Election Commission Through the Year 2008.
RESOLUTION
ELECTION COMMISSION THROUGH THE YEAR 2008
WHEREAS State of Michigan Public Act 359 of
1947 as amended, MCL 42.4 requires every Charter Township to
establish an Election Commission comprised of the Township
Clerk and two Trustees appointed by the Township Board, and
NOW THEREFORE BE IT RESOLVED that the
Charter Township of Bloomfield Board of Trustees appoints
members Leo Savoie, Neal Barnett and David Buckley, alternate,
as Election Commissioners to serve on the Election Commission
with the Township Clerk, Janet M. Roncelli, and authorizes
them to exercise such authority and perform such duties as
required by applicable law through the year 2008.

totaling $16,537,929.15.

ITEM #9 Public Comment
Attorney Hampton advised the Board that the Traffic Control
Order that was included in the Board packet should be
approved.
MOTION by Roncelli and SUPPORT by Barnett to APPROVE the
Road Commission for Oakland County (RCOC) Traffic Control
Order No. TP 130-OC-90, Revision #10.
