BOARD OF TRUSTEES
Study Session
January 29, 2007
PRESENT: Payne, Roncelli, Devine, Stefanes, Buckley,
Barnett, Savoie

Review of the 2007-2008 Budget
Supervisor Payne led the budget overview. Revenues and
expenses have been consistent from year to year and most
departments had little or no change.
In the Accounting Department, there is the addition of
another finance position. Currently, Ray Perkins, Finance
Director, is the only employee with a governmental accounting
background in the department.
In the Assessing Office, expenses have decreased compared
to last year. This reduction is partially due to no sick time
payouts for retirement and personal property now being
processed in-house.
The Treasury and Assessing Departments are working towards
utilizing a person between the two departments and possibly
even assisting in Accounting. The Treasury office will aid
Assessing with CAD drawings.
The Radio Communications Pool will add a part-time employee
as a result of new radios to install and a 12-hour shift
change.
In the 48th District Court, Township prosecuting fees
decreased because of a change in attorneys. It was also noted
that the transition has been seamless.
The Road Fund was carefully reviewed. It will be replacing
one Tandem Axle, 14 Yard Dump Truck. The concrete and asphalt
repair was also discussed and it was noted that most of the
237 miles of roadway in the Township is in poor condition.
Under Public Safety, expenses in the Fire Department were
discussed in detail. The need to test captains and lieutenants
every other year caused an increase in the Professional
Services category. Other increases include attorney fees due
to possible arbitration, a new video conferencing center and
new equipment for Dispatch. It was also noted that this
department is the only one still on the old health care plan.
Community Cable shows a reduction in franchise fees and PEG
revenues due to recent state legislation for cable. It is not
really known how these revenues will be affected at this
point.
The Water and Sewer Department saw a decrease of one
employee from last year. Large budget items for this
department include $300,000.00 for meter change-outs and
$70,000.00 for a camera to be used for viewing the inside of a
sewer.
The Senior Services Department was conservative with
revenue projections. Significant changes to the budget are
related to the adult day services.
The budget also lists Township debt. This includes the
Capital Building Project, as the bonds have not been sold yet.
It has not been determined if the bonds will be sold together
or separately.
There was discussion regarding the possibility of levying
millage rates during the budget hearing in March and charging
an administrative fee on tax bills. The Trustees voiced their
concern with the administrative fee during these tough
economic times. Supervisor Payne assured them that this topic
was for discussion only; another study session will be
scheduled to confer about the administrative fee and provide
projections.
