MINUTES - November 13, 2006

PRESENT: Barnett, Buckley, Devine, Payne, Roncelli, Savoie

Also present, Attorney William Hampton

ABSENT: Stefanes

Supervisor Payne welcomed the public and led the Pledge of Allegiance.

ITEM #1 Approved Board Minutes of October 23, 2006 and Study Session Minutes of October 30, 2006 as printed.

ITEM #2 Consider Approval of the Rezoning Request for 2510 Telegraph Rd. (19-08-227-001)

This item was introduced to the Township Board on October 9, 2006. This business is requesting that the property be rezoned from O-1 Office to OR-1 Office-Retail District.

A complete copy of the rezoning request for 2510 Telegraph Road is available in the Clerk’s office.

MOTION by Barnett and SUPPORT by Buckley to APPROVE the Rezoning Request for 2510 Telegraph Rd.

ITEM #3 Capital Building Project – Architect Bid Award

The Request for Proposal (RFP) has been available on the Township website since September 18, 2006. There were 13 proposals received and submitted to the members of the Architectural Selection Review Team for evaluation.

The following criteria were required in the RFP:

  • Understanding of the Project
  • Related Project Experience
  • Local Knowledge
  • Personnel to be Assigned the Work
  • Cost/Estimate of Hours
  • Schedule for Completion
  • Items 2 & 4 were heavily weighted items.

    The proposals were narrowed down to three companies, Redstone/TMP, Yamasaki, and CDPA/Fusco, Shaffer & Pappas, who were asked to make oral presentations to the committee on November 3, 2006.

    The committee evaluated each presentation, and visited facilities designed by these firms. CDPA was judged to be the most qualified. They cover all important facets of the project as well as have experience juggling construction and sustaining operations.

    Principal staff from CDPA/Fusco, Shaffer & Pappas were introduced – Stacy Peterson, President (CDPA); John Argenta, Vice President (CDPA) and Jim Pappas, President (Fusco, Shaffer & Pappas).

    Supervisor Payne commended the committee members for their time and hard work.

    MOTION by Barnett and SUPPORT by Devine to APPROVE CDPA/Fusco, Shaffer & Pappas as Architect for the Capital Building Project and to AUTHORIZE the Township Supervisor to Execute the Appropriate Contracts.

    ITEM #4 Orchard Lake Road Corridor Amendment

    This amendment would allow the Orchard Lake Road Corridor Advisory Board to incorporate as a Michigan non-profit corporation and an IRS 501(c)3 entity. This status would allow the Board to seek grants.

    Several municipalities have already approved this amendment and the Corridor Board cannot approve any expenditures without the participating communities approval.

    MOTION by Savoie and SUPPORT by Buckley to APPROVE the Orchard Lake Road Corridor Amendment.

    ITEM #5 Agreement with the Oakland County Drain Commissioner – Presented by Wayne Domine

    Bloomfield Township has been selected to participate, as a pilot community, in a Footing Drain/House Lead Feasibility Study with the Oakland County Drain Commissioner’s Office. Southfield and Farmington Hills are also participating in this study. The total cost of this project is $890,000.00, of which 50 percent will be funded by a grant.

    This two-year project will allow for the identification of infiltration into the Evergreen Farmington Sewage Disposal System, as well as rehabilitation. The targeted area is the subdivisions along the Rouge River in Sections 13 and 24.

    A complete copy of the Footing Drain/House Lead Feasibility Study Agreement is available in the Clerk’s office.

    MOTION by Buckley and SUPPORT by Barnett to APPROVE the Footing Drain/House Lead Feasibility Study Agreement with the Oakland County Drain Commissioner and to AUTHORIZE the Bloomfield Township Supervisor to Sign the Agreement.

    ITEM #6 Lakecrest Sanitary Sewer Petition – Presented by Wayne Domine

    The purpose of this petition is to create a Special Assessment District to extend a public sanitary sewer along Lakecrest Drive. The Township Assessor has reviewed and confirmed the sufficiency of the petition to be 66.56 percent of the landowners. The proposed special assessment district consists of 17 properties with an estimated assessment of $25,500.00 per site.

    If approved by the Township Board, the first public hearing will be scheduled for January 22, 2007.

    A complete copy of the Lakecrest Sanitary Sewer Petition is available in the Clerk’s office.

    MOTION by Savoie and SUPPORT by Barnett to ACCEPT the Lakecrest Sanitary Sewer Petition and AUTHORIZE Hubbell, Roth and Clark, Inc. (HRC) to Proceed with the Engineering Plans.

    ITEM #7 Flood Mitigation Assistance Planning Grant – Presented by Wayne Domine

    A grant has been issued by the Federal Emergency Management Agency (FEMA) to develop a Flood Mitigation Plan. This plan must be approved by FEMA before any additional funding may be obtained.

    The grant requires a 25 percent match ($5300.00) from the community with FEMA matching up to 75 percent.

    MOTION by Barnett and SUPPORT by Buckley to APPROVE the Flood Mitigation Assistance Planning Grant, AUTHORIZE the Bloomfield Township Supervisor to Sign the HRC Project Plan Proposal and to AUTHORIZE HRC to Proceed with the Planning Grant Work.

    MOTION by Buckley and SUPPORT by Barnett to APPROVE the 2007 Budget for the 48th Judicial District.
