CHARTER TOWNSHIP OF BLOOMFIELD
BOARD OF TRUSTEES
August 8, 2005

PRESENT: Roncelli, Devine, Stefanes, Buckley, Barnett, Savoie

Also present, Attorney Derk Beckerleg

ABSENT: Payne

ITEM #1: MOTION WAS MADE by Devine and supported by Buckley to APPOINT Township Clerk Janet Roncelli as Chairperson in Supervisor Payne’s absence.

AYES: Unanimous

Clerk Roncelli led the Pledge of Allegiance. Roncelli welcomed the public and introduced members of Boy Scout Troop #1022.

ITEM #2: APPROVED Board minutes of July 25, 2005 as printed.

ITEM #3: Consider placing delinquent water & sewer charges on tax roll.

MOTION WAS MADE by Barnett and supported by Buckley to PLACE delinquent water & sewer charges on the tax roll.

AYES: Unanimous

ITEM #4: Consider Codification of Township Ordinances.

In a report provided to the Board, a committee, composed of Supervisor Dave Payne, Clerk Jan Roncelli, Deputy Clerk Tina Barton, and Planning and Building Director Patti McCullough, recommended approval of Municipal Code Corporation for codification of the Township’s general and zoning ordinances. The report presented the need for codification and a comparison of costs and services between Municipal Code Corporation and American Legal Corporation.

Elen Fox, Municipal Code Corporation, made a presentation. (A copy of which is on file in the Clerk’s office). Fox identified Municipal Code as the oldest, largest, and most experienced codification organization in the nation. She explained codification, its benefits for the municipality, and the process stages.

Discussion continued between Fox and the Board regarding supplements, updates, internet access of the codes for the staff and the residents, project time frame and customer service.

MOTION WAS MADE by Devine and supported by Barnett to APPROVE codification of Township ordinances by Municipal Code Corporation.

AYES: Unanimous

ITEM #5: Approve payment of payroll and vouchers.

MOTION WAS MADE BY Devine and supported by Buckley to APPROVE payment of payroll and vouchers, A001009-A001029, B007253-B007426, E0011523-E001541 totaling $9,517,437.11.

Wiliam Molnar, County Commissioner, addressed the Board regarding the Oakland County Budget and a small business health care study committee on which he serves.

In addition, Molnar advised the Board that he introduced a resolution to add another lane to I-75. Devine asked that sound barrier along the highway be considered for noise reduction and resident protection.

Meeting adjourned at 8:53 p.m.
