Human Resource and Benefits Administrator

Position Overview:

This position reports directly to the Finance Director in the Accounting department. In addition to the general accounting and budgetary functions, the Accounting department is also responsible for payroll, benefits administration, and other human resources functions. There is not a separate HR department, nor a HR Director. Some of these functions are performed at the departmental level, and others are the responsibility of the Accounting department. This is a new position replacing a current position of Benefits Administrator that will be phased out through a retirement. This new position will work side by side with the current Benefits Administrator for a period of 6-9 months to ensure a smooth transition. The office hours are Monday through Thursday 7am-5:30pm.

Essential Functions and Responsibilities Include:

  • Planning, administration and communication of the employee wellness program; including coordinating meetings, health assessment day, and flu clinics.
  • Preparation of required reporting by federal, state, and other entities.
  • Maintaining over 650 personnel records of active, retired and terminated employees and preparing Form 941’s and the bi-weekly payroll for over 375 employees.
  • Coordinates and executes the annual enrollment process for benefits.
  • Explains and administers the payroll and benefits enrollment process for new hires.
  • Communicates, disseminates and explains information on benefit programs to employees and retirees, handles issues, problem solving between employees and vendors when intervention is required.
  • Serves as liaison between third-party benefit providers and employees as needed (COBRA, flex spending, disability, workers comp, retirement accounts, and other applicable entities).
  • Calculate retirement amounts for defined benefit plan retirees.
  • Process short-term disability and long-term disability benefits.
  • Reconcile invoices related to the benefits provided.
  • Complies with federal, state and local legal requirements by study of existing and new legislation, as needed. Understands and applies benefit laws such as FMLA, COBRA, HIPAA, healthcare reform and other benefit related laws. Advises management on needed action.
  • Provide census data to assist third party with preparing annual actuarial reports.
  • Prepare Retiree Drug Subsidy reconciliations for Medicare reimbursements.
  • Be well versed in the differences of benefits between employee groups and unions.
  • Perform other related work as assigned.

Knowledge, Skills and Abilities:

  • Must have a Bachelor’s degree in related field.
  • Experience in municipal and union environments is preferred.
  • Human Resource certification is preferred.
  • Ability to multi-task and transition quickly from one project to another.
  • Must be proficient with standard software programs such as Outlook, Word, Excel, PowerPoint, and Internet Explorer.
  • Ability to communicate on a regular basis with employees, retirees, all key Township administration including elected officials and department heads.

Compensation:

  • Starting salary depending on qualifications, minimum $50,000 and maximum $70,000.

Public Works - Temporary/Seasonal Laborer

GENERAL RESPONSIBILITIES

To perform a variety of manual labor work including heavy manual labor for extended periods of time involved in Water, Road, Building Maintenance, and Grounds Departments.

SUPERVISION RECEIVED

Work is performed under immediate supervision of an employee of a higher class.

ESSENTIAL JOB FUNCTIONS

  • Perform any of a variety of tasks involving physical strength and agility, such as break concrete, shovel asphalt, cut out and lay sod, clean up roadside litter, sweep streets, sidewalks, rake lawns, trim trees and brush, mow grass, dig holes and trenches, read meters or other tasks identified by Bloomfield Township
  • Mow, trim and water turf; prune trees and shrubs; apply weed control, fertilizer and disease control to lawns; plant and maintain flowers, weed shrubbery beds as well as performing other related work as assigned
  • Fill holes in streets with asphalt and gravel.

  • Make parts runs for Motor Pool.
  • Assist mechanics in making vehicle repairs
  • Wash and clean administrative and other vehicles.
  • Respond to routine citizen complaints.
  • Attend meetings and classes as identified by Bloomfield Township.
  • Perform other duties as assigned by Bloomfield Township administrators.

Engineer

GENERAL RESPONSIBILITIES

Perform a variety of engineering duties associated with the planning and construction of public improvements; operation and maintenance of public facilities; review and inspection of site development projects; and perform related work as required. Provide responsible technical support in the operation of the department as required by the Department Head.

ESSENTIAL JOB FUNCTIONS

  • Review project plans and specifications for conformance with Township ordinances.
  • Assist in the planning and preparation of special assessment petitions for roads, drains, water main and sanitary sewer construction.
  • Conduct special engineering studies and prepare reports and/or presentations as required.
  • Provide support in coordinating the activities of engineering consultants and construction inspectors working on public improvement projects.
  • Assist in preparing plans, specifications, and bid documents for engineering projects and procurement of contracted services as required.
  • Assist in updating and maintaining Township maps and as-built records.
  • Performs field visits of construction sites or citizen concerns in cooperation with the various Township departments as required.
  • Provide assistance and information to contractors and the general public regarding building and engineering practices, and rules, regulations, codes and ordinances governing them.
  • Perform other essential tasks as identified by Bloomfield Township.

QUALIFICATIONS

Considerable knowledge or experience in the design, construction, administration, and/or inspection of municipal projects. A Bachelor of Science degree in civil engineering, environmental engineering, or construction engineering or related field is required. Must maintain a valid Michigan Driver's License and pass an employment drug test.

Automotive Mechanic

GENERAL STATEMENT OF DUTIES

To perform a variety of skilled automotive and equipment repair and maintenance tasks such as inspecting, repairing and rebuilding equipment including cars, light duty trucks and other power driven equipment. Ability to perform heavy manual labor. Work special hours as required. Work is performed under the general supervision of the “Motor Pool Crew Leader ” and the “Fleet / Facilities manager”.

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

An Automotive Mechanic I may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform).

  • Evaluate, diagnose and repair small engines such as lawn mowers, blowers, weed whackers and generators for various Twp. Departments.
  • Perform complex equipment repair work involving automotive, light duty trucks and other equipment.
  • Adjust, repair and replace parts in engines, transmissions, differentials and other equipment.
  • Inspect equipment, analyze trouble and plan sequence of repair operations.
  • Make repairs to the electrical systems of automotive and power driven equipment.

  • Considerable knowledge of internal combustion engines, automotive electricity, transmission differentials and other components of automotive equipment.

  • Must obtain a State of Michigan “Master Heavy Equipment Mechanic” certification, within three (3) years of appointment.
  • MPSI training desirable.

Office Assistant

GENERAL RESPONSIBILITIES

This part time position includes greeting the public and working closely with staff to provide outstanding customer service in a dynamic environment. Must answer phones, direct calls, take registrations for programs using Internet based registration software, scan patron IDs, and assist staff with miscellaneous assignments. The senior center is open 6 days/69 hours per week and scheduling may include 7 AM start or 8 PM closing and Saturday responsibilities. Initially hours will average 12-20 weekly with potential for growth, more than one candidate may be hired.

Program Assistant; Adult Day Service

GENERAL RESPONSIBILITIES

Integral member of adult day service (ADS) team providing therapeutic activities and personal care to senior adults who have cognitive, memory, and/or physical impairments. Assist Activity Assistant in development, planning, implementation and evaluation of program activities. Provide one to one support to members as needed. Provide input to develop and monitor members’ care plans and ensure a safe environment. This contingent position is supervised by the ADS Coordinator; is planned weekly based on member schedules, and could flex between 4-24 hours weekly though not guaranteed during low enrollment periods and not to exceed 1,040 annually.

ESSENTIAL JOB FUNCTIONS

  • Develop an effective working relationship with each participant based upon knowledge of each member's psychosocial and physical health assessment.
  • Provide one to one support to members as needed.
  • Provide input to develop and monitor members’ care plans.
  • Assist the Activities Assistant to develop, plan, implement and evaluate program activities.
  • Lead activities as assigned.
  • Assist members with personal care, including toileting, hygiene, grooming, and bathing as needed.
  • Provide assistance in transferring individuals with physical impairments.
  • Ensure safety of members by monitoring health status, behavior, and environment.

  • Be a knowledgeable ambassador for the program.
  • Give tours of program area to visitors and collect data to give to Coordinator for follow-up.
  • Develop schedule and assist members in toileting routine.
  • Set up program area for meal, serve meal, and clean up after meal.
  •  Supervise volunteers when in program area. Communicate volunteer’s effectiveness to Coordinator. Develop volunteer’s strengths and special interests to best impact program.

SUPPLEMENTARY JOB FUNCTIONS

  • Render first aid as needed. Complete first aid/CPR training within 6 mo of hire.
  • Attend staff meetings, trainings; assist in public relations and community activities as assigned.
  • As scheduled, act as the receptionist to answer phones, input data, greet members and caregivers and communicate essential information.
  • May be assigned responsibilities for meal or transportation related duties as needed.

KNOWLEDGE, SKILL, ABILITIES AND QUALIFICATIONS

  • College degree preferred.
  • 2+ years related work experience with senior adults who have cognitive, memory, and/or physical impairments preferred.
  • Experience providing personal care and therapeutic activities preferred.
  • Dementia training preferred.
  • High level of interpersonal skills to successfully communicate with participants, public and staff.
  • Competence in writing and computer skills sufficient to prepare required documentation.

GENERAL RESPONSIBILITIES

This year round, part time position is responsible for ensuring the safety of adults in a warm water exercise pool in a state-of-the art senior center during approximately 50 hours of the Open Swim and fitness programs. The new center opened in 2009 for residents of Bloomfield Township over the age of 50. The center is open 6 days and 70 hours weekly and the position requires alternative scheduling that may include 7 AM starts or 8 PM closing. Position reports to the Assistant Pool Coordinator.

ESSENTIAL JOB FUNCTIONS

  • Ensure safety of all patrons; execute accident prevention in and around pool area.
  • Enforce policies and procedures for participation.
  • Administer First Aid as needed in a calm and effective manner.
  • Execute pool maintenance, testing and cleaning including daily documentation.
  • Ability to relate to patrons and staff in a positive and professional manner.
  • Perform other essential tasks as identified by Assistant Pool Coordinator.

KNOWLEDGE, SKILL, ABILITIES AND QUALIFICATIONS

  • Minimum of 17 years of age.
  • Minimum 1 year of experience.
  • Current Lifeguard certification required (ARC, YMCA).
  • Current CPR/AED/First Aid certification required.

Mini-Bus Driver: Part Time

GENERAL RESPONSIBILITIES

This part time position includes driving the mini bus to provide rides between customers’ homes and the active senior center. It may also include an occasional day trip. Supervision is by the Deputy Director of Senior Services, or designee.

The Center Transportation operates 9 AM – 4 PM Monday through Friday and scheduling may include a 3 - 4 hour shift based on availably. Schedules are created monthly and hours needed vary from 8-16 per week. More than one candidate may be hired.


ESSENTIAL JOB FUNCTIONS

• Drive 14 passenger shuttle bus per routes provided.
• Participate in BTSS scheduling process and complete weekly timesheets.
• Participate in BTSS team meetings and special events as needed.
• Maintain confidentiality regarding patrons, department planning and communications.
• Clean and inspect BTSS bus; report maintenance concerns to administration.
• Perform related work and other essential tasks as assigned.

KNOWLEDGE, SKILL, ABILITIES AND QUALIFICATIONS

• Must possess a valid Michigan Chauffeurs License.
• Ability to work positively with seniors, the public, employees and administrators.
• Ability to learn of safety operation of BTSS vehicles.
• Basic knowledge of First Aid, Universal Precautions.

• Ability to perform manual labor; including providing an arm for safe entry and exit of bus.
