A Message from the Supervisor

On August 8, 2006, by a margin of 55% to
45%, the residents of Bloomfield Township voted to approve a
bond proposal that will provide for an updated civic complex
with a new senior center, a new central fire station and a new
public works facility. In addition, the bond will provide
funds to renovate the Westview Fire Station, which serves the
eastern portion of the Township.
The public services provided by Bloomfield Township
represent a $36 million business. The Township’s 44,500
residents, its business community, and the people who attend
the schools, library and places of worship within the Township
all depend upon the Township to provide, among other things,
safe and well maintained roads, speedy response to fire and
medical emergencies, effective traffic patrol and protection
from crime, clean drinking water and a sound sewer system.
In addition, the community needs a center where our
seniors can gather for companionship, assistance and
recreation.
These services require adequate facilities. The structures
that were built in the 50’s, 60’s and 70’s simply are no
longer sufficient. So much more now is required than ever
before in order to meet the expectations and even basic needs
of our constituents.
Our voters have placed their trust in the Board of
Trustees. The Board is charged with setting policy and
establishing the goals necessary to direct the operations of a
local government that is responsible for delivering public
services in the most efficient, cost effective manner.
This Capital Improvement Program enables Board and the
Township’s employees to move ahead with the best delivery of
these public services.
This section of the website, the Township Newsletters, and
occasional programs on the Township’s cable station, BCTV 15,
will provide specific information regarding the construction

Groundbreaking

Construction on Bloomfield Township’s $26 million Capital
Improvement Project officially began April 9, during a
ceremonial ground breaking at the Central Fire Station on
Exeter Road. As many as 200 members of the community visited
to watch Township Board members break ground.
The groundbreaking event served to both give residents a
view of where resources like senior services will be housed
and also as a community get-together. Light refreshments were
served and members of the Straw Hat Band entertained
attendees.

Program Overview

On August 8, 2006 Bloomfield Township voters approved a
25-year bond proposal that will fund major improvements to the
civic complex on Telegraph Road south of Long Lake Road. The
project calls for building a new senior center, renovating the
fire station that serves the east quadrant of the Township,
and replacing the 45 year-old public services facility.
The Township’s senior services program, the Bloomfield
Township Senior Services, is in leased space in a building
that was formerly an elementary school in the Bloomfield Hills
School District on Wing Lake Road near 14 Mile Road. The lease
expires in 2010 and the center must be relocated by that time.
Demographic studies show that Bloomfield Township’s senior
population is proportionately one of the largest in the state
and is expected to continue to grow. The new center will have
enough space for on-site Adult Day Care and offer features
such as a therapeutic pool. It will also bring seniors to a
more central location.

The Central Fire Station was built in 1965. It is the
center for the Fire Department’s administration and training
operations. One of four fire stations throughout the Township,
it responds to all fire calls in the Township as a back-up to
the primary responding station.

The Westview Fire Station was built in 1958. It serves the
entire eastern portion of the Township. The changes to
both these buildings will bring them up to modern building
standards, extend their useful life for many more years,
enable our fire department to use the latest technology and
maintain our response vehicles to the highest standards.
The original public services facility was built in 1961 and
was added onto several times in the early 1970’s. It is a
total of 35,000 square feet. The entire Township fleet –
including Police, Fire, EMS and road maintenance vehicles – is
serviced in that facility. In addition, the major equipment
used for road and water and sewer operations is housed in the
facility or on its grounds. The Township’s technical
communications center is located there as is the Police
Department’s gun range.

The new larger building will better protect the vehicles
and equipment, worth millions of dollars, that are used for
public safety and for the maintenance and repair of the roads
in this jurisdiction. Township technicians will be able
to more effectively provide preventive maintenance and timely
repairs using modern service equipment.
The bond proposal called for a 25-year bond levied at
0.5725 mills the first year and then averaged down to 0.3808
mills over its life. The average Bloomfield Township home has
a taxable value of $218,240. (This is TAXABLE value, not
market value) The first year’s millage for such a home
will be $124.94. Over the life of the bond, the millage levied
is reduced, averaging 0.3808 over 25 years. This will average
down to $83.10 per year based on today’s evaluations.
The bond will raise $26 million. Bloomfield Township
recently received the highest bond ratings of any township in
the State of Michigan, with Moodys rating the Township "Aa1"
and Standard & Poor’s rating it "AA+". This rating assignment
will keep the interest rates and other associated costs for
the bond as low as possible.

Program Status

Construction at Westview Fire Station is almost complete.
Interior finishes, fixtures and system controls are currently
being installed. Work should be completed by mid-May.
The majority the construction work for the new Senior
Center has been bid and awarded. Rough grading for the Senior
Center has been completed and construction of the building
foundations has begun. The old salt dome, storage sheds and
carports have been demolished. Construction of parking area
improvements for the Police Department is underway and is
scheduled to be completed by mid-June.
Bids have been received for the first bid package for the
new DPW building. Bids are due for the balance of the DPW
building construction work categories by late May.
Construction work for Central Fire Station should be
out-for-bids by mid-May.
Construction for the Capital Improvement Program is
targeted to be fully completed by the first half of 2010.
People driving by the location of the new Senior Center and
police parking area will notice that construction is well
underway. The plan includes the removal of 61 trees and the
relocation of another 51 trees. Forty-three trees will remain
in place - in addition to the large wooded areas to the east
and west of the site of the new Senior Center. Eventually, 82
new trees will be added.
The sites for the DPW and Central Fire Station will have 93
trees removed and another 26 trees relocated. Sixty-one trees
will remain in their current location and 69 new trees will be
planted as soon as the construction work allows.
The Township’s landscape architect, the architects and the
Township’s Engineering and Environmental Department have
surveyed the areas carefully and have made every effort to
save as many trees as possible. A good number of the trees
that will be removed are in declining health. The Township
remains committed to finishing the project with beautiful
landscaping, as befits the neighborhoods in this community.

Nine proposals were submitted and publicly opened on March
6. After a thorough evaluation of qualifications and rates,
three firms were placed on a short list and participated in an
intensive interview process. George W. Auch was finally
determined to have the best combination of experienced
professionals and a solid reputation in working on both
municipal and private projects. The company is currently
working in the Township for the Bloomfield Hills Schools and
has worked with our architects on the new Catholic Central
High School in Novi. Auch is headquartered in the City of
Pontiac
Program
Manager

On January 22, 2007, the Bloomfield Township Board of
Trustees selected Tom Marchesano P.E. as the Program Manager
for the Township’s Capital Improvement Program. Mr.
Marchesano’s role as Program Manager will be to represent the
Township’s interests and assure that all of the building
projects are on schedule and within budget. He will serve as
the liaison between the Architect, Construction Manager and
Township staff and give the Township information on various
project decisions. Furthermore, Mr. Marchesano will assist the
Township in procuring services for the Construction Manager
and other consultants who may be needed for these projects.
Tom Marchesano P.E. is a professional engineer who
specializes in providing Owner Representative services for
over 20 years. Mr. Marchesano has extensive experience in
working with projects with tight timelines and limited
budgets. Most recently, Mr. Marchesano provided these services
for the renovations currently underway at the Township’s
Public Library where he has successfully worked with the
Construction Manager and the Library staff during
construction.

Services

CDPA/ Fusco, Shaffer & Pappas have put together a team of
qualified professionals with experience in all of the facets
of the proposed Township project. CDPA has worked in the
design of fire stations, police stations and public service
facilities for several municipalities, including many in
Oakland County. Also, Fusco, Shaffer & Pappas has designed
several senior facilities as well as communication facilities
in Oakland County.
CDPA has a strong presence in working for Michigan
communities with multiple projects, including several
multi-phased projects such as the City of Birmingham’s DPW
facility, which included staging construction around existing
DPW operations.

RESOLUTION APPROVING SUBMISSION
OF BOND PROPOSITION TO ELECTORS
At a regular meeting of the Township Board of the Charter
Township of Bloomfield held on May 8, 2006, at 8:00 p.m.,
Eastern Daylight Time.
PRESENT: Trustee Neal Barnett, Trustee David Buckley,
Trustee Sherry Stefanes, Trustee Leo Savoie, Township
Supervisor David Payne, Township Clerk Janet Roncelli and
Township Treasurer Dan Devine. Also present, Attorney William
Hampton.
ABSENT: None
The following resolution was offered by SAVOIE and seconded
by BARNETT:
WHEREAS, pursuant to Act No. 359, Public Acts of Michigan,
1947, as amended, the Charter Township of Bloomfield (the
"Township") is authorized to borrow money for the purpose of
constructing or otherwise acquiring public improvements; and
WHEREAS, the Township Board has determined that it is
appropriate to submit a bond proposition to the electors of
the Township at the primary election to be held on August 8,
2006, for the purpose hereinafter set forth.
NOW, THEREFORE, BE IT RESOLVED by the Township Board of the
Charter Township of Bloomfield as follows:
1. The following proposition shall be submitted to the
electors of the Township at the primary election to be held in
the Township on August 8, 2006, to-wit:
BUILDING PROGRAM BOND PROPOSITION
Shall the Charter Township of Bloomfield, Oakland County,
Michigan, borrow an amount not to exceed Twenty-Six Million
Dollars ($26,000,000) and issue its general obligation
unlimited tax bonds in one or more series for the purpose of
funding its long-term building program and paying the costs
of:
acquiring, constructing, furnishing and equipping a
senior citizens center in the Township and acquiring and
improving the site therefor;
acquiring, constructing, furnishing and equipping a
public services building in the Township and improving the
site therefor; and
acquiring, constructing, furnishing and equipping a
central fire station in the Township and improving the site
therefor, and renovating and constructing an addition to the
Westview Road fire station?
The maximum number of years each series of bonds may be
outstanding, exclusive of refunding, is 25 years; the
estimated millage that will be levied to pay the proposed
bonds in the first year that the levy is authorized is 0.5725
mills (which is equal to $0.5725 per $1,000 of taxable value
of real and personal property in the Township); and the
estimated simple average annual millage that will be required
to retire the bonds is 0.3808 mills.
2. The Township Clerk is hereby directed to do all things
necessary to provide for the submission of the aforesaid
proposition to the electors of the Township at the primary
election to be held on August 8, 2006.
3. That all resolutions and parts of resolutions, insofar
as the same may be in conflict herewith, are hereby rescinded.

THE CHARTER TOWNSHIP OF BLOOMFIELD
The Charter Township of Bloomfield will receive firm prime
contractor bids for the New DPW Facility & Campus Improvements
Bid Pack #2 located within the Charter Township of Bloomfield.
The work will consist of architectural, plumbing, mechanical,
& electrical work.
The bidding documents consist of plans and specifications
as prepared by CDPA Architects, Inc., Southfield, MI.
Documents may be obtained with a $50.00/set refundable deposit
payable to The George W. Auch Company at the office of the
Construction Manager, George W. Auch Company, 735 South
Paddock Street, Pontiac, MI., 48341, 248.334.2000, on or after
April 30, 2008.
A pre-bid meeting will be held at 3:00 PM, May 14, 2008, at
the Charter Township of Bloomfield Board Room. Located at,
4200 Telegraph Road, Bloomfield Hills, MI, 48302.
The envelope bearing your proposal must identify your
company and the proposal being bid and addressed to the
attention of Mr. Dennis Smith, Project Manager, The George W.
Auch Company, 735 South Paddock Street, Pontiac, MI, 48341.
Bids must be delivered no later than 12:00 noon, Wednesday,
May 21, 2008 to The George W. Auch Company at the address
noted above. Each proposal must be submitted on the forms
furnished by the Construction Manager and must be completed in
full. Each proposal shall be sealed in an opaque envelope and
marked with the name of the bidder and proposals that are bid.
A bid bond executed by a U.S. Treasury Listed Surety Company
acceptable to the Township and CM, or a cashier’s check in the
amount of at least 5% of the sum of the proposal payable to
the Charter Township of Bloomfield shall be submitted with
each proposal in excess of $20,102.00. All proposals shall be
firm for a period of sixty (60) days.
Bids will be publicly opened and read at a meeting at the
Charter Township of Bloomfield Board Room at 4200 Telegraph
Road, Bloomfield Hills, MI, 48302 starting at 1:00 PM, May 21,
2008.
Successful bidders whose proposals are $50,000 or more will
be required to furnish a Satisfactory Performance and Payment
Bond in the amount of 100% of their bid. The cost of the Bond
shall be included in each proposal.
The Charter Township of Bloomfield reserves the right to
reject any and/or all bids in whole or in part and to waive
any informalities therein. The Charter Township of Bloomfield
reserves the right to accept the bid which in its opinion, is
in the best interest of the Owner.
