Bloomfield Township Board of Trustees Appoints Leo Savoie to Position of Township Supervisor

Dave Payne Announces His Retirement

The Township's three elected administrators are full-time employees of the Township, each with his or her designated area of responsibility and expertise. Their "hands-on" manner keeps them in close touch with members of the community. All three make it a priority to be accessible to Township residents and businesses and responsive to their needs. They are committed to maintaining the Township's unique nature and planning for its future.

They each are serving four-year terms which run through November, 2016.

Leo Savoie has spent most of his life in the Birmingham/Bloomfield area. He attended University of Detroit High School before his family moved to Pennsylvania. There, he graduated from the Shaler Area High School in Pittsburgh and went on to the Indiana University of Pennsylvania in Indiana, Pennsylvania. He earned his Bachelor of Science degree in business with a minor in economics. Leo is owner and partner of the Birmingham Bloomfield Land Title Company (BBLTC).

Leo was appointed to Bloomfield Township’s Board of Review in 1997 to the Zoning Board of Appeals in 2001. He was elected to the Board of Trustees in November, 2004. On July 25, 2011, Leo was appointed Supervisor to fill the unexpired term left vacant by the retirement of Dave Payne.

The father of two sons, Leo coached Little League baseball for eight years. He and his wife Sally have been married for more than 30 years.

After serving eight years as a Bloomfield Township Trustee, Jan Roncelli was elected Clerk in November 2004. As Clerk, she is the coordinator for all Freedom of Information Act (FOIA) requests and responsible for voter registration, elections, lake boards, passports, solicitation permits, and record keeping in the Township.

Jan’s certifications and academic degrees demonstrate commitment to her profession and higher education. Most recently, the International Institute of Municipal Clerks (IIMC) awarded Jan certification as a Certified Municipal Clerk (CMC). This status is granted to those clerks who earn advanced education in municipal responsibilities and demonstrate pertinent experience in a municipality. The IIMC represents 10,000 members in municipalities of 250 to more than 10 million people in North America and 15 other countries. Along with the newly earned title, Jan holds a Ph.D. and M.A. in Communication from Wayne State University and a B.A. in Speech and Drama from Marygrove College.

Her leave of absence from a tenured position as an Associate Professor of Communication, Indiana University-Purdue University, transformed her career from educator to entrepreneur. Jan owns Bermar Associates, Inc., a plastic injection molding company in Troy. While she holds the office of Clerk, her husband and partner, Dan Gorney, oversees the day-to-day operations of the business.

Volunteer service and membership in professional and community organizations occupy Jan’s free time. She is a member of the Michigan Township Association, National Association of Women Business Owners, Troy Chamber of Commerce, Society of Plastics Engineers, Birmingham Women's Republican Club, Bloomfield Women’s Republican Club, the Women Officials' Network, and the Church of St. Owen. She is on the Board of Directors for the Detroit Chapter of the National Tooling and Machining Association and the Small Business Association of Michigan.

A Township resident since 1964, Jan has one son, Brian Gorney, who attends college, and two cocker spaniels, Max and Duke.

Dan Devine is a Certified Public Finance Administrator (CPFA) and is credentialed by the Association of Public Treasurers of the United States and Canada. CPFA status is only awarded to those finance professionals qualified through a combination of specialized experience and advanced education regarding prudent investment strategies and effective budgeting of tax dollars.

Dan was appointed Township Treasurer by unanimous vote of the Bloomfield Township Board of Trustees in 1999, won election to the position in 2000 and re-election in 2004 with 80% of the popular vote.

Dan served on the Township Zoning Board of Appeals from 2002 to 2007. He is the Township’s representative on the Joint Development Council with oversight jurisdiction over the "Bloomfield Park" development to assure compliance with the court-ordered development agreement between Bloomfield Township, the City of Pontiac and the developers.

The Treasurer’s Office is responsible for the collection of real estate and personal property taxes. Additionally, Dan manages the investment of Township funds and administers the pension plans and other employee benefits. He also negotiates the labor contracts involving the Township workforce. Dan formulates Township monetary policies and is involved in the creation and implementation of the Annual Budget.

Dan grew up in Bloomfield Township and is married to Katey with whom he shares the enjoyment of raising four children. Dan served as Oakland County Commissioner from 1995 to 2000. He has been a licensed attorney since 1987. Dan graduated from the University of Notre Dame and has a Juris Doctorate from the Detroit College of Law.

Dan believes in being a man for others. He has served as Chairman of the Oakland County International Airport Board, Chairman of the Oakland County Personnel Appeal Board and Chairman of the Oakland County Community Trust. He also served as President of the Child Abuse and Neglect Council of Oakland County and Care House. He was the founder of the Domestic Violence Prevention Project at the Women’s Survival Center. He received the ARC Public Official of the Year Award in 1998 and the Hometown Hero Award in 2001.
